Civic Layers organizes public infrastructure records into source-linked field packets.

The homepage is currently a format preview. Location-specific packet searches are paused while the verified public evidence release is restored. The preview is not a site report, field locate, or statement about current conditions.

Evidence contract: a mapped record is publisher evidence, not field truth. A coverage gap is missing public evidence, not proof that infrastructure is absent. Publisher confirmation and field verification remain necessary.
